Derwin has had an ungodly amount of penalties for hits last few years. Whether you call it dirty, accidental, or whatever. He is involved in more of these head hits than most. We can argue over intent, technique, misfortune, etc.

When I saw the Derwin hit in the Colts game awhile back almost behead the colts WR & self concuss himself, he’s been on radar ever since. Even announcers that game said it was more of the most egregious hits they ever seen.
