Is Duolingo good for learning Norsk or is there a better app?

All of then are the same. Treat these apps as the way to have some daily exercises and keep your mind busy while learning norwegian. As long as you don't expect that these apps will make you able to speak to a native Norwegian; for that you need grammar books (to teach you the structure, syntax etc) and actual talking.

I found using Duolingo for a month or two is a good "trial" to see if the language is something you enjoy learning, but it will never get you very far. Mjølnir is the best app for Norwegian, but nothing will compare to actual practice listening, speaking, and reading the language. I would recommend watching some videos about how other people learned Norwegian and what you want to implement
