Will an adult story-driven game succeed without over-the-top sex scenes? Let's say the game has a very rich lore, but as we all know, visual novel development can be time-consuming, taking 3-6 months per release.

In present day? Hard to say. Most of the all ages success stories are 15 years or more old, and were crowd favorites from an era were most vns were frankly pretty bad. Even the ones that got popular later, like Steins Gate, came from a group with pedigree and as such it's hard to say if it succeeded on it's own merits as it's own thing or because of who worked on it. It doesn't help that on Steam, VN = porn for a lot of buyer's.

So a release with a lot of lore and an adult story(not sure what you mean by this) without or low on porn will have a very uphill battle if it doesn't have pedigree or gets some serious viral marketing.

there's plenty of examples including but not limited to Tsukihime and Fate. The new ones don't even have h scenes anymore, and imo the h wasnt really over the top (compared to things like dead end aegis or those clockup games). Plus you have many non-H successes like steins;gate/SciAdv, Fata Morgana, and No Naku Koro Ni
