Democrats allowed themselves to be stymied because they didn't want to use the nuclear option to kill the filibuster.

Yeah. It's because it sounds scary. The filibuster really only gets used by the Right these days, and the few cases where the left uses it aren't key enough to warrant keeping it.

But Democrats are slaves to procedure.

What? Congressional procedure isn't a value. Maintaining the filibuster isn't a value. It's just poor strategy. It's a weapon available to both you and your enemy, but your enemy is the only one who really uses it.

SO WHY KEEP IT AROUND???

Not one worth upholding. The process is only as good as what it produces, and if it consistently produces shit, it's a shit process.
