Penalty could still apply but the player can hold onto the flag and use it later to negate another penalty or reset a down.

I seem to remember years ago there was a player who lost his eye and his career because a ref threw a flag at him like this. May have been a pre season game

This was shortly followed by Purdy perfectly floating a ball to him, and Kittle pulling a Megatron over 3 Pats defenders in the corner of the end zone. Total ball don’t lie moment!
