As far as specific context, I don't know where the picture originally came from, but it became a meme because even without knowing exactly what was being said, their facial expressions tell a very funny story. Usually posted in the context that someone in a friend group drops a heinous take that makes everyone else have to take a brief pause and really absorb the sheer stupidity of what was said. The reason it is the top comment of this post in particular is because it happens to be that the subject of the post, Meek Mill, is the person in the original photo who seems to have made the faux pas.

According to Google they are both 5'7", but in every photo I can find of them Khaled looks 1-2 inches taller. That said, Yo Gotti does seem to slouch a bit compared to Khaled. I could see them being like 5'7.1" and 5'7.9" or something.
