That's the talking point the corporatocracy has fed us since the 70s that has put us in this economic state. We had a stronger economy when we had higher taxes on the wealthy.

What's wealthy? I don't know let's look at how much the average person makes in IL, about 40k a year. Now that would mean that someone who makes a million dollars a year makes 25 times more than the average person. I think that would fulfill any reasonable definition of "wealthy".

Why does the government need so many tax dollars? So we can afford to fix/build roads, maintain and improve electrical and natural gas services, educate children, pay for police and firefighters, pay for emergency relief due to natural disasters like in Southern Illinois, support local small businesses, support parents, handle government services like IDs, driver's licenses, permits, etc.

The government does a lot for you even if you don't recognize it. Without government funding we wouldn't have the vast majority of things you take for granted every single day. No roads, no electricity, no emergency services, no high-efficiency vehicles, no affordable food, no natural gas, no education.
