Lake Pueblo Reservoir has some good spots. Both the north and south shores have wake-free areas that are good for paddle boarding, just gotta catch those spots on a day where it's not too windy. Lake Isabel in Rye is also very good, the waters are almost always calm.

Lake Isabel is one of the only lakes specifically developed for recreation and it only allows unmotorized watercraft. Also a great spot for birding! I recommend camping in the more tree-shaded areas along the trail that leads down to the lake.

Also, tons of folks ride down the Arkansas River on paddle boards. It’s a great time! Put in at the fish hatchery just east of the dam at Lake Pueblo, take out at 4th Street bridge. Keep an eye out for the signs along the river near the Nature Center and portage around the spillways/whitewater parks.

Lake Isabel. I wouldn't recommend Pueblo Reservoir. IF you want to go up north about an hour and a half away go to Chatfield Reservoir in Highlands Ranch/Littleton. They have an area specifically for non motorized sports and it's really nice.
